WHINSEC

WHINSEC is a Department of Defense education facility created under 10 USC 2166. The Army was named Executive Agent, and placed the Institute subordinate to the Combined Arms Center, Fort Leavenworth, KS, a component of the U.S. Army Training & Doctrine Command at Fort Eustis, VA.

The purpose of the Institute is to provide professional education and training to eligible personnel of countries of the Western Hemisphere within the context of the democratic principles set forth in the Charter of the Organization of American States , while fostering mutual knowledge, transparency, confidence, and cooperation among the participating countries and promoting democratic values, respect for human rights, and knowledge and understanding of United States customs and traditions.

Located at Fort Benning, Georgia. WHINSEC is an open institute that welcomes visitors to come, interact with the cadre and students from the Nations of the Western Hemisphere.
