Chemtrails prevent rain in two ways:
1) haze prevents the peak heating of the day, which is needed to cause cumulus clouds to "bubble" up in the afternoon.
2) haze creates a layer of HOT air in the jetstream (capping inversion), which stops thunderstorms from getting tall enough to produce rain.
HAARP (Ionospheric Heaters) stop storm clouds that are ALREADY producing rain by:
1) pinpoint, megawatt, microwave beam is aimed about 37 miles directly OVER a rainstorm. This heats a small area in the ionosphere, from freezing, to thousands of degrees, in a few seconds. This expands a huge volume of gas (PV=nRT at very low pressure). The radio beam is moved to "chase" the expanding gas, all the way down, into the upper troposphere, where it produces high pressure in the jetstream. This high pressure stops storm clouds from rising, stopping rain, steering Hurricanes, etc.
